Help us get off the moratorium!  Due to regulatory limbo the EPA will not issue Southside Water and Sewer a preliminary permit because the Idaho Department of Environmental Quality has not completed its work (NPDES study for the Pend Oreille River) in support of the Clean Water Act.  Please encourage your federal, state, local and IDEQ representatives to move forward with our request for a discharge permit.
