The Southside Water and Sewer District (SWSD) received Judicial Confirmation to borrow $850,000 from IDEQ to expand our existing land application site to accommodate 50 additional sewer connections. Judicial Confirmation was an important first step. Before we can lift the building moratorium, however, the following four events must occur:
1. A final Environmental Impact Document must be filed with IDEQ.
2. IDEQ must review and approve the Environmental Impact Document.
3. IDEQ must give loan approval to SWSD
The District requires property owners to have a valid Bonner County Building Location Permit before their property is connected to the sewer. We have established the following procedure for applying for a sewer connection when the building moratorium is lifted:
A. Obtain and complete a Building Location Permit (BLP) application from the Bonner County Planning Department.
B. Present the completed BLP to the Southside Chairman, along with a $500 non refundable Connection Fee. (Note: The $500 connection fee covers the costs incurred by the District when a customer connects to the system. At the time of connection the customer will also be required to pay an $11,000 Equity Buy-in Fee of which represents the customer’s equity in the system.)
C. Submit the BLP, along with the required County filing Fee, to the Planning Department for review.
D. Return the approved BLP to SWSD.
It is anticipated that events 1-3, above, may take several weeks to complete. Step C above may also take several weeks to complete, depending on the volume of applications. In order to expedite the process, we have worked out the following arrangement with the Planning Department whereby the activities in events 1-3 above can run concurrently with the activities in steps A-D above.
SWSD will begin accepting completed BLPs and the $500 Connection Fee (Step B above) on July 15, 2010. BLPs will be accepted, on a first come first serve basis, until the 50 available hookups are allocated. We will ‘conditionally’ approve the applications, subject to project approval, so the applicant may pursue Steps C & D above. The Bonner County Planning Department will hold issuance of the BLP until final approval for the IDEQ loan is received and SWSD has provided Bonner County with written confirmation of the loan and the lifting of the conditional approval for the BLP. When the BLP is issued, the landowner will return a copy of the approved BLP to SWSD (Step D above).
In the unlikely event that events 1-3 are unsuccessful, and the project is not approved, SWSD will refund the District’s $500 Connection Fee. The BLP application filing fee charged by Bonner County is non-refundable
The Southside Water and Sewer District shall not be liable or responsible for any loss or damage resulting from project delay or cancellation and the applicant hereby waives any claim for loss or damages for such delay or cancellation.
